City Council Votes to Build Covered Bleachers At Lady Jacks Softball Field

The Warren City Council met Tuesday evening, November 12, 2013 for their regularly scheduled monthly meeting.

The Council voted to spend $32,800 to build new covered bleachers on both the visitors and home field side of the Warren Softball field at the Warren Baseball/Softball Complex.  The field serves as the home of the Warren Lady Jacks Softball team and is also used during softball tournaments throughout the year.  The winning bid was submitted by Simmons & Sons Construction, LLC.

Other business that was acted upon included the purchasing of a new city garbage truck from Downings Sales and Services for $162,500.

The Council also voted to close several streets for the annual Christmas parade which is to be held December 13.  Aldermen voted to give city workers December 24 and December 25 off for Christmas break and a Christmas bonus.  A resolution was passed honoring former City Council member Edith Eddington and Alderman Marty Reep presented a framed resolution from BCEDC honoring the late Mayor of Hermitage Billy Gorman, which is being given to his family.

Lions Hear Program on GFS GeoTechnologies

The Warren Lions Club was the recipient of a presentation by EFS GeoTechnologies during the club's November 13th meeting.  On hand to discuss the services the company provides were Glen E. Dabney, President of the firm, and Auddy Doss, spatial linformation specialist.  Both spoke about the aerial photography and GIS services the company provides in Arkansas and predominately the southeastern United States.  The work produced is very high tech.

Mr. Dabney indicated that EFS Geo Technologies does work for  private businesses including timber companies, local governments and other various industries. Mr. Doss is a native of Warren where he graduated from high school in 1970.

PESTICIDE APPLICATOR TRAINING

The Bradley County Cooperative Extension Service will be conducting a Private Applicator Training for agricultural producers on Tuesday, December 3rd, at 6:00 p.m. in the Warren Municipal Courtroom, located at 104 N. Myrtle Street.  Agricultural producers must be certified by training to be eligible for a Restricted Pesticide License in order to purchase and apply restricted-use pesticides.

There is a $10.00 fee for the pesticide applicator training.  You will pay at the door on the night of the training.  The training is approximately three hours long, and producers must attend the entire training to be certified.  If you have any questions, please contact John Gavin at 870-226-8410.  This meeting is open to all eligible persons without regard to race, color, national origin, religion, gender, age disability, marital or veteran status, or any other legally protected status.  Persons with disabilities who require alternative means for communication of program information (large print, audiotapes, etc.) should notify the county Extension office as soon as possible prior to the activity.

It's almost Christmas and once again GFWC Warren Woman's Club is celebrating the holidays by sponsoring the home and outdoor lighting contest. This year's event will be held on Friday night December 13 beginning at 5:30 p.m. There is no entry fee and anyone living in a two-mile radius of Warren is eligible to enter. Deadline for entry is December 9.

Out-of-town judges will visit our town to select from the first 20 entries. Categories to be judged are: lighting, originality, visual appeal, and tastefulness. Prize money is being provided by Arkansas Superior Credit Union, Union Bank and Trust, Warren Bank and Trust, and First State Bank. Prizes awarded are 1st-$100, 2nd-$75, 3rd-$25.

First place winners from 2012 will be ineligible to enter. All 2013 winners will be asked to keep their lights on during the holiday season for public viewing.

UAM Inducts 24 to Alpha Chi National Collegiate Honor Society

            MONTICELLO, AR — Twenty-four University of Arkansas at Monticello students were recently inducted into UAM’s Arkansas Zeta Chapter of Alpha Chi national collegiate honor society.
            The Arkansas Zeta Chapter is one of 300 Alpha Chi chapters with membership limited to the top 10 percent of the junior and senior classes with a grade point average of 3.6 or better on a 4.0 scale.

Rural Hospitals in Arkansas to receive funding for health IT connectivity

LITTLE ROCK, AR– Rural communities throughout the state of Arkansas will have the opportunity to receive funding to connect their hospitals to the state’s electronic health records database, Delta Regional Authority Federal Co-Chairman Chris Masingill and Office of Health Information Technology Director Ray Scott announced today.

The SHARE Connectivity Program will make available awards to designated Critical Access Hospitals (CAHs) and Small Rural Hospitals (SRHs) in eleven Delta counties as well as in seven counties with such facilities outside the Delta to help with the costs of connecting the hospitals’ electronic health record (EHR) systems with the statewide health information exchange known as SHARE (State Health Alliance for Records Exchange).  The awards of up to $10,000 per facility will assist with implementation costs. Currently, EHR vendor costs of $6,000-$15,000 for implementation are a barrier to some hospitals in the state.


“Providing our communities with quality health care options and supporting a healthy workforce is crucial to economic development in the Delta,” Chairman Masingill said. “Because of this investment, Arkansas’s rural communities will be better connected to cutting-edge and cost-effective health care.”

CAHs and SRHs across the state have transitioned from paper records to electronic medical record systems. However, these hospitals may not be able to efficiently exchange patient information with larger hospital systems and other treating health care providers without connecting to SHARE.

“These small hospital systems are a critical part of the Arkansas health care network,” Scott said. “Having them connect to SHARE will give them access to more complete health information about their patients, and improve their ability to coordinate their patients’ care with other providers.”

The Delta Regional Authority was notified by Governor Beebe’s office that funding was needed, and the project was approved by the DRA last month.  The Authority will contribute $125,320 in total investment that will support program awards directed to twelve eligible CAHs and SRHs in the Delta region, in addition to $70,000 in funds committed by the Arkansas Office of Health Information Technology to support vouchers for seven eligible hospitals located outside the Delta. The twelve eligible CAHs and SRHs serve eleven Delta counties: Arkansas, Ashley, Bradley, Chicot, Clay, Dallas Desha, Drew, Fulton, Izard, and Randolph.

“The SHARE Connectivity Program is an important step in bringing our state’s rural hospitals to the next level of health care delivery,” Governor Mike Beebe said. “Connecting these hospitals to our state’s network of electronic health records will provide much needed coordinated health care to Arkansas families and communities.”

“Today’s announcement is great news for Arkansas hospitals and families. This critical funding will allow for better coordination among our hospitals and improved patient care,” U.S. Senator Mark Pryor said. “As the Chairman of the Subcommittee on Communications, Technology, and the Internet (CTI), I’ll keep working to ensure all Arkansas hospitals and businesses have access to affordable online tools so they can operate more efficiently and save money. “

“This is an important investment in the health of rural Arkansans that will provide more opportunities to connect with health care providers and seek the care they depend on,” U.S. Senator John Boozman said. “This is a great step to containing health care costs and improving access to physicians for citizens in the Delta.”

“The demand for local access to superior healthcare far outweighs available resources in Arkansas.  That’s why utilizing technology is so important in meeting this need by making patient records available electronically.  Today’s announcement is a patient-centered solution that will lower costs and improve Arkansans’ access to quality health care," U.S. Representative Tim Griffin said.

“The SHARE connectivity program is an excellent way to improve coordination across geographical lines that will improve quality of care in rural Arkansas," U.S. Representative Rick Crawford said. “This creative approach is exactly the type of innovation we need to support rural families, and I applaud the Delta Regional Authority and Office of Health Information Technology for their involvement in this issue.”

Tour of Homes to Feature Three Homes and Festival of Wreaths

The Christmas season in Warren is a special time of year for the GFWC Warren Woman’s Club.  Since 1987 the local club has presented the Christmas Candlelight Tour of Homes and over 100 homes have been featured.

The 25th annual tour promises to be a wonderful adventure, showcasing the taste and talents of several Warren homeowners.  The featured homes are:  BrINN, owned by Clay and Brenda Wagnon; the home of Adam and Dr. Michelle Weaver and the West Pine home of Steve and Sandra Halley.

A special feature of the 2013 tour is the exciting Festival of Wreaths to be held at the Bradley County Historical Museum.  Over 25 wreaths for all seasons will be presented for viewing and will be available for purchase.

The tour is scheduled for Sunday, December 15 from 2-6 p.m. and admission is $9.00 presale and $10 at the door.  Tickets are available from any member of the GFWC Warren Woman’s Club.  The local club, founder of the Bradley County Historical Museum, sponsors the tour annually as a fundraiser for the Museum.

Warren Native Promoted To State Police Lieutenant

Lieutenant Charles Watson

Charles Watson, age 51, a native of Warren has recently been promoted to the position of Lieutenant of the Arkansas State Police  and will serve Troop F headquartered in Warren.  Mr. Watson had been a sergeant working for Troop.  He is a 25 year veteran of the Arkansas State Police and began his law enforcement career with the Warren Police Department.

Lieutenant Watson is a graduate of Warren High School where he played football and was a 2-way starter at tackle for Coach Marian Glover.  He was all-conference in 1979 and 1980 and all-state in 1980. He was inducted into the Lumberjack Sports Hall of Fame in 2013.

Mr. Watson is married and has two sons, one a student  at Arkansas State University and one a Senior in high school.  He has already enjoyed a distinguished career in the service of the State Police and is looking forward  to his new and expanded duties.

Car Wreck On Highway 160 East Of Hermitage

According to the Arkansas State Police a one car accident occurred on highway 160 about 1 and  a half miles east of Hermitage around 7:55 a.m. Monday November18th. Traveling in the vehicle was Ashley Thomas of Hermitage and her two young children.  The car lost control in a curve, crossed the highway, hit a tree and flipped.  Fortunately no one was seriously injured. Local ambulance personnel responded to the scene to check out the condition of those involved.

Bradley County Judge Appoints Committee To Consider Combining Offices

Among a number of business items dealt with during the monthly Quorum Court meeting was the appointment of a three member committee to research and consider the combining of county elective offices.  Judge Keith Neely suggested the committee to look into making a change or changes in the make up of county offices.  He asked for volunteers and when no one spoke up appointed Justices Pat Morman, Bobby Hargraves and Gwen Bullard to the committee. Justice Hargraves asked which elective offices were to be considered. The Judge indicated that the committee could look at any option but that past discussions had revolved around moving the Collectors office away from the Sheriffs office.  Currently Bradley County has a Sheriff and Collector office combined.  JPs have talked in the past about making changes in an attempt to save money and make  county operations more efficient.  No plan has been proposed that details how much money could be or would be saved.  Any change would require a vote of the people of Bradley County.

Prior to the regular Court meeting, the members meet as the "Levying Court" for the purpose of setting the millage rates to be charged for the year 2013, payable in 2014. There are no increases in millage levied but there is an increase in the timber tax from 15 cents per acre to 20 cents per acre.  The timber increase is the result of action taken by the Arkansas Legislature.

In other regular Court business the Justices approved a recommendation by JP Pat Morman to appropriate special funds received from  the Arkansas Game and Fish Commission to be used by youth shooting clubs.  The Court approved the recommendation and divided $12,079.52 as follows: Hermitage archery and trap shooting-$5,079.52
             4-H -$500.00
             Bradley County Youth Shooting Sports-$6,500.00
Justice Morman explained that Hermitage has purchased archery equipment and doesn't  need to buy more at this time and the 4-H group has funds left over from last year.  He indicated the Bradley County organizations is very active and has raised some of its own money.

The other item of major business was approval to rent  ankle bracelets to be used on inmates in lieu of being placed in jail.  The County has been awarded a grant from the State in the amount of $4300.00 to start the program. Two proposals have been received and the Court authorized the County Judge and Sheriff to select the best proposal for the County and subject to The County Attorney's ok enter an agreement to use the system.  Each case will be subject to the Judge presiding as to the use of the bracelets. The idea is to put fewer people in jail and save funds.

Holiday Foods Event Provides Educational Service

The Bradley County Extension Homemakers Clubs held their annual Holiday Foods Event  Monday, November 18th, at 6:00 p.m. in the life center of Calvary Baptist Church, located at 605 Sturgis Street in Warren.

As always, the EHC members presented a wonderful educational program in helping others plan for the holidays.  The program included a wreath making demonstration, recipe sampling, door prizes, and a recipe book full of holiday foods.


Hermitage United Methodist Youth and City of Hermitage Team Up for Local Christmas for Kids Event

The Hermitage United Methodist Church Youth Group and the City of Hermitage are teaming up again this year for their local Christmas for Kids Event (formerly Toys for Tots).  The City of Hermitage will be taking applications for families with children who need assistance during the Christmas holiday and the Youth Group will be raising money to provide the toys for these children.  The children who will be assisted this year must have either a Hermitage address or attend Hermitage Public Schools.

Donations are being sought from area businesses.  They may be in the form of money or toys.  The donations directly benefit local children only.  All workers are volunteers and no profit is made from this project  Last year, the project with the support of local businesses, provided Christmas for over 90 children in the Hermitage community last year.

Monetary donations can be mailed to the address listed above or made as a direct deposit into the "Christmas for Kids Account" at First State Bank of Warren.  Toy donations will be accepted at the Hermitage United Methodist Church Fellowship Building.

Model T World Tour Treks Through Warren Sunday Afternoon

Sunday afternoon, Anthony Hearnsberger and his wife Holly, were driving down the Monticello Highway when they spied a Model T traveling down the road followed by a Land Rover which appeared to be some type of lead vehicle.  Mr. Hearnsberger stopped and visited with two persons in the tour and learned that they are on a "Model T World Tour 2012-1015" to raise funds for orphans worldwide.

salineriverchronicle.com met with the pair just east of town.  Our reporters learned that Dirk and Trudy Regter are on a quest to raise funds to support the worldwide work of SOS Children's Villages International.  The began their world tour in the Model T in the summer of 2012 in their homeland, The Netherlands.  They have already traveled down the continent of Africa.  They have zig-zagged from from North to South from the East Coast of the US. up through Canada and back down into the South. As they passed through Warren and Bradley County, the pair hoped to end their day in Minden, Louisiana and then trek over to Texas.

Before their journey is complete, the couple will have visited over 50 countries in their 1915 Model T-Ford.  They will have traveled 50,000 miles.
