City Council Authorizes Mayor to Sign Final Agreement for the Shooting Range

The Warren City Council met Monday afternoon at 5:30 p.m. in the Municipal Court Room with Mayor Bryan Martin Presiding.  After the approval of the Dec. 9 minutes, the City Clerk gave her report to the council.

Mayor Martin gave a BCEDC report to the council.  He presented a rezoning ordinance for property located on North Myrtle Street to be rezoned from commercial to residential.  It was noted that owners plan to build either a house or apartments on the property.  The ordinance was approved.

Rose Rochell was reappointed to a five-yeaar tern on the Fair Housing Commission, and Rick Warner was reappointed to the Water and Sewer Commission for an eight-year term.

The council heard administrative reports, reports of standing committees, and reports of boards and commissions.

The council authorized Mayor Martin to sign the final agreement for the Shooting Range with the Arkansas Game and Fish Commission.

Chamber of Commerce Holds First Meeting of the Year

The Bradley County Chamber of Commerce held its first board meeting for 2014 at Molly's Diner, Monday, January 13.  Outgoing chairman Rob Reep presided over the first part of the meeting which consisted of approval of the December 2013 minutes and review and approval of the December 2013 financial statement.  The board them moved to election of officers for 2014.  The nominating committee recommended Mike Nichols for the position of Vice Chairman and Gregg Reep for the position of chairman.  Both were unanimously elected.  In other business, Chamber President David King updated the board on the Downtown Network project and recommended Jacob Kuhn to be the new Network Director.  His appointment was approved by the board.

Mr. King gave a detailed report on efforts by the Downtown Network to enhance and promote the downtown Warren Business District and reported on planning for the 2014 Tomato Festival.  He informed the board that the Chamber's annual meeting will be held February 20 at Immanuel Baptist Church.

The board conducted a general discussion of the need to enforce the maintenance and cleanup and appearance of downtown buildings.

The next meeting will be held February 10, 2014 at Golden Girls Restaurant.

Rotary Hears Senior Chaplain Dean Yancey and Recognized Jr. Rotarians

The Warren Rotary Club met Tuesday, January 14, 2014 in the Fellowship Hall of First United Methodist Church.  Rotarian Philip Fairs was the program chairman.  He introduced as his program Senior Chaplain Dean Yancey with the Arkansas Department of Corrections.

Also during the meeting, three Warren High School students serving as Jr. Rotarians for the period were recognized.  They were:  Jacob Phillips, Kandis Sivils, and Jordan Rivera.  Jacob is the son of Kim Phillips.  Kandis is the daughter of Shari Davis, and Jordan is the son of Benigno and Ofelia Rivera.

Warren Forward Downtown Network Dedicated to Promoting and Upgrading Downtown

The Warren Forward Downtown Network is dedicated to promoting and upgrading the downtown Warren business area.  The organization is seeking ways to provide a positive and profitable business climate throughout Warren.

At a recent meeting, the organization voted to contact property owners that have buildings located in the downtown area that need repairs and improvements.  The focus is on assuring safety and to make the area more attractive.  Property owners are being asked to do something to address these issues.

Warren Forward will work with the City of Warren to assure current city ordinances that require safe and decent looking buildings.

Intermodal Authority Conducts Monthly Meeting

The Southeast Arkansas Intermodal Authority met January 15 in Monticello.  There was a quorum present with the utilization of several proxies.  The Authority board approved the minutes of December 18, 2013, and Bob Milton presented the financial report.  Mr. Milton informed the board they owed Garver Engineers $22,541.59 and his firm $125 for bookkeeping services.  He also informed the board that grant payments had been received reimbursing the Authority for their construction projects.  The board voted to pay Garver Engineers and Robert C. Milton the amounts owed and to pay off the note owed to Commercial Bank, leaving a balance of $5.00 in the loan fund.  The total note was $436,379 plus interest.  The $5.00 is being left in the loan fund to maintain a revolving loan fund account for future borrowing by the Authority.

Mr. Milton also provided the board with an update on the amount of money owed by the cities of Monticello and Warren and the counties of Drew and Bradley.  (Monticello-$23,845.23, Warren - $25,494.11, Drew County - $110,301.08, Bradley County - $195,301.18)

A resident of Highway 278 who lives near the Intermodal facility asked the Authority to take action to prevent people from illegally hunting on the Authority's property.  He stated spot lighting was occurring and guns were being fired.  The board agreed to post the property with no trespassing signs and will consider further action if necessary.

Longtime board member Reginald Glover submitted his resignation from the board and stated it was for personal reasons.  He stressed to the board that he was not unhappy and in fact was very pleased with the efforts of the Authority.  The Authority accepted his resignation.

Chairman John Lipton addressed the need for several new appointments to be made to the board.  He stated Bradley County had one vacancy, and Drew County has two vacancies.  It is the responsibility of the County Judge in each county to make the appointments.

A representative of Midland Railroad updated the board on railwork on the Intermodal site as well as work on the main rail line running from Warren to Dermott.  There was an indication that Midland has been in contact with a potential customer to utilize the Intermodal facility.  The board was told they needed to make plans as to charged that would be levied for use of the facility and to pursue electrical power for the site.  The board voted to consult with their attorney as to what type contract should be utilized when doing business with a private company.

Grant Writing Training and 501(c)3 Non Profit Seminar to be Held

In an effort to provide assistance to Southeast Arkansas' non-profits and faith-based organizations, Revival Center Church has teamed up with American Grant Services of St. Joseph, MO, to host a Grant Writing Training and 501(c) 3 Non-Profit Seminar on Saturday, Jan. 25  from 9 am to 12 noon. The seminar will be held at the church, 311 S. Pine Street, Monticello.

Kimberly Warren, owner of Warren Dynamics, Inc., and the American Grant Writing Firm, a consulting firm, will be the instructor. She is a former grant writer for the state of Missouri and an Adjunct Profession for MWSU. She is considered a proven expert in grant writing, non-profit management and IRS compliancy.
Her firm has been trained to process the entire 501©3 application for non-profit recognition within 1 to 3 business days.
The one-day, four hour training will include grant proposal writing, how to search for funds and philanthropists, grants.gov registration, non-profit management, strategic planning, creating a grant writing team, budgets, audits and fiscal management, and more.
Registration for the class is $150 per attendee and must be submitted by Friday, January 17. There are only 30 seats available, so first come first serve. In order for the Bradley County Solid Waste to celebrate the Martin Luther King Holiday, Bradley County Solid Waste will not run on Monday January 20, 2014. Monday’s route will be picked up on Tuesday January 21st.
The Bradley County Landfill will be closed on Monday January 20th.

UAM Announces Fall Semester Chancellor's and Dean's Lists

         MONTICELLO, AR — The University of Arkansas at Monticello named 141 students to the Chancellor's List for the fall semester and another 302 students to the Dean's List, according to Carol Dolberry, registrar.
            Selection to the Chancellor's List requires a grade point average of 4.0 on at least 12 semester hours of course credit at the 1000-4000 level. The Dean's List requires a grade point average of 3.5 or higher, also on at least 12 semester hours of course credit at the 1000-4000 level.

Sheilla Lampkin Announces Re-election for State Representative District 9

      Sheilla Lampkin of Monticello is announcing her candidacy for the office of State Representative, District 9, in the May 2014 Democratic Primary Election.  Lampkin will be serving her third term as state representative and her second term as representative for District 9.  District 9 includes approximately two-thirds of both Drew County and Ashley County, including Monticello, Hamburg, the heart of Crossett and much of the area around the three cities.  She has all of the area east of Hwy 425 in Drew County.      
     A native of Desha County, Arkansas, Lampkin taught public schools 30 ½ years – 19 in Special Education.  Since leaving the teaching profession, she has been involved and volunteered in a variety of civic and community activities; including Chamber of Commerce activities, Drew Memorial Hospital Auxiliary, Lions Club, EHC programs and several local and state historic preservation organizations and projects.  She has received several preservation awards and two Arkansas History Association awards for historical “feature” articles.  She also served as chairperson of the Arkansas History Commission for two years.  In 2008 she was named Drew County-Monticello “Woman of the Year” for her volunteer work.

     Lampkin also attended a great many local, regional and state meetings relating to economic development ideas and opportunities and has forged relationships with many leaders and officials in these endeavors.  She is deeply concerned about economic development in southeast Arkansas and this concern led her to run for the legislature in 2010 and defeat four opponents, allowing her to serve in the 88th General Assembly.  Lampkin was victorious in 2012 and also served in the 89th General Assembly.  
     Lampkin has served on the House Advanced Communications and Informational Technology Committee, the Public Health, Welfare and Labor Committee, the Public Health Labor and Environmental Subcommittee, the City, County and Local Affairs Committee, the Local Government Personnel Subcommittee, the Joint Legislative Auditing Committee, the Legislative Auditing Counties and Municipalities Committee, the Task Force on Substance Abuse Treatment Services, the Education Committee, the Agri, Forestry and Economic Development Committee.  She also serves as chair of the Early Education Committee, as an alternate on the Veterans Home ALC Subcommittee and as Liaison to the Senate.  Lampkin also attends most other legislative committees to keep abreast of house committee developments and contemplations.    
     Rep. Lampkin also attends and represents our state on the Southern Regional Education Board (SREB).
     Acquaintances will attest that Mrs. Lampkin is a diligent “worker” who believes in southeast Arkansas and wants to see more sustainable growth opportunities in the area for all.  She says, “Sustainable economic growth and development means projects that create jobs and add citizens to our population who buy our houses, support our schools, purchase our cars, boats and other goods, pay our taxes, use our banks – in short, support and revitalize our communities 24/7 365 days a year. Visitors are wonderful and welcome, but we need opportunities for “permanent” growth.
    Our greatest opportunities for growth will come in developing old and new business opportunities.  Southeast Arkansas is my home; I want to be a part of that growth process.
     I also believe in supporting all of our other local “businesses”, including UAM and its Crossett and McGehee campuses, as well as our public schools.  
     I believe in strong schools.  I believe that “No Child Left Behind”, “active participation by all parents in their child’s education”, and the Easter bunny might be great ideas, but are not a reality in our world.  Our schools still can, and do, accept and meet the burden of teaching to every child – if they are willing to learn.  
     In southeast Arkansas we also need to create and support more opportunities for more of our children to be able to come/stay home and use those good educations we have provided them.  Too often our “brightest and best” can’t come back home and make a good living because of a lack of new opportunities.  This is a great concern to me.
     You will be hearing and seeing much from me in the next few months.  I hope to get to personally visit with each of you.  I want you to know that I am your fulltime representative and I will devote my time to work hard for you every day.  I will listen to you and represent all of you.  I look forward to representing District 9 again in the 90th General Assembly.
