Warren City Council Meets for Regular Meeting

The Warren City Council met Monday evening at 5:30 p.m. for their regular monthly meeting. Four aldermen were present:  Fullerton, Mosely, Reep, and Burks.  Following the approval of the minutes and hearing the City Clerk's report, Mr. Sherman Green was recognized for public comments.  Mr. Green expressed his concern for the condition of St. James and McCauley Streets.  Following his comments, Alderman Burks urged the city to try to find funds to rectify the problems.  It was noted that the streets had been considered for the 2014 paving, but others were deemed to be in worse condition according to Mr. Burks.

Mayor Bryan Martin called the council's attention to the BCEDC report.  He then recognized Rob Reep, owner of Fossil Hound Dog Films to discuss his request to close two blocks while his company films a scene for the company's feature film about Captain Hugh Bradley that is currently in production.  The streets include Walnut from Bond southward to Pine and Pine westward to Seminary.  Reep's request indicated that accommodations would be made for the residents (8 households) that will be affected.  The company will personally inform each residence in advance.  The council approved the street closures from 8:00 a.m. until 3:00 p.m.  Reep told the council that the film has over 100 actors many of whom spend money eating in the city on film shooting days.

The council accepted a bid of Don Barron Construction to install water lines around the entire bypass from the Pine Bluff highway around to the Banks highway.  Federal grant funds secured with the help of Mike Ross while he was in Congress will be used for this project according to Mayor Martin.

The council approved a resolution to apply for a grant in cooperation with the Warren School District to turn old Axley Field into a soccer field that can be used by the school and the community.  The grant is an outdoor recreation grant.

Re-appointments to the planning commission were approved as follows:

While reviewing administrative and standing committee reports, the council learned from Sanitation Manager Mike May that the city was expecting the deliver of a 2014 garbage truck any day.

Mayor Martin told the council that interviews have been completed and that a new hire for Street Foreman should be soon.

During the Building Official's report, Alderman Zack Burks pointed out the need for a new roof on the New Zion Church on North Myrtle Street, a building that is on the National Historical Register.  The church no longer has a congregation but has a strong historic significance in the town.  Mayor Martin said that since the building is on the National Historic Register already, that he would pursue the steps necessary to apply for an Historic Preservation Grant.



Chapel Woods to Host Health Fair at Super Valu

A Community Health Fair will be held at Super Valu July 18th, 2014 from 9:00 a.m. - 2:00 p.m..  The event will be hosted by Chapel Woods Health and Rehab.

The organizers encourage everyone to come by and visit them for blood pressure checks, Glucose testing, and free education.  They look forward to seeing everyone there.

Hospital Administration Addresses Health Coalition

Bradley County Hospital Administrator Rex Jones was the guest speaker for the monthly meeting of the Bradley County Hometown Health Coalition meeting July 16th.
A good crowd was on hand to hear his comments about the status of the hospital and efforts underway to improve and expand services.  Mr. Jones talked about improved rehabilitation services and work to make the facility more customer friendly.  He talked about the new patient portal website that will allow individual patients to access their medical records electronically.  He stated the hospital continues to recruit new family physicians and is moving forward on new improvements to the hospitals physical plant.

The Administrator told those present that the "private option" passed by the state legislature not only helped people who need insurance it is a great benefit to the hospital financially.  The program covers many expenses that the hospital has been eating due to lack of payment.

Later in the meeting the coalition members talked about ways to get more people and businesses involved in the organization and working together to improve health and quality of life issues in the community.  Several suggestions were made as to ways to focus on these important issues.


Intermodal Authority Meets

The monthly meeting of the Southeast Arkansas Intermodal Authority Board  was conducted July 16 in Monticello.  The board reviewed the organizations finances and was updated on the construction grants and status of  available federal funding.

Garver Engineers informed the members that work is  proceeding on specifications for the proposed water tower.  It was also reported that efforts are still underway to approve change orders to utilize remaining grant funds.  The board spent some time discussing the need to mark the intermodal site lines and how to get the work done the least costly way.  One proposal of $6160.00 was considered.  The board asked that other bids be sought for consideration at the August meeting.

Cliff of the Highway Department informed the authority that $3 million has been made available to make improvements to the rail line that runs from Warren to Dermott.  There were comments made about the importance of rail to the region.

At the present time the cities and counties that comprise the authority owe $210,428.53.  Monticello has overpaid $10,960.94.  Warren owes $20,386.60 and is making budgeted payments.  Drew County owes $77,481.90.  Drew County Judge Akin stated a portion would be paid soon.  Bradley County owes $123,540.97.


July Bradley County Chamber Meeting

The board of the Bradley County Chamber of Commerce meet for it's monthly meeting July 14th at Simple Simons Pizza located on West Church Street.  Simple Simons has a private meeting room that can be used by reserving in advance.

The board reviewed the minutes of the June meeting and went over the financial report.  Chamber President David King provided an update on the Downtown Network and the recently completed 2014 Pink Tomato Festival.

The idea of selecting a brand name for the Downtown Network was discussed.  The purpose is to help with marketing.  A committee of the downtown network organization will look into ideas.

There was some discussion of looking into charitable  bingo as a way of drawing people to downtown and as a method of making money for the Chamber to help with various projects. Under Arkansas law a license must be secured by a nonprofit entity from the Arkansas Department of Finance and Administration.  The Chamber is a nonprofit organization.

Astronomy Fest Cancelled Due to Rainy Forecast/Will Be Rescheduled

The Warren Astronomy Fest which was set to take place at the Warren City Park Friday evening has been cancelled due to the forecast of clouded skies and rain Friday evening.  Event organizers say they will try to reschedule it for sometime in August.  That information will be posted on salineriverchronicle.com as soon as the new date is set.

Judge Glover Approves Two Plea Arrangements

Circuit Judge Don Glover heard two plea agreements during a session of Bradley County Circuit Court Friday July 18th.  In each case the Judge spent time explaining to those charged concerning their right to a jury trial and assuring they fully understood the pleas being considered.  In each case the defendent agreed and plead guility.

The first case was a charge of negligent homicide, aggravated assault and driving on suspended license against Armando A. Roque.  The charges stemmed from a wreck that occurred December 25, 2013 that resulted in the death of Karen Henry.  Mr. Roque was determined to be intoxicated at the time. He was sentenced to six years in the Arkansas Department of Corrections with and additional sentence of 36 months suspended if he complies with a number of conditions.  These include: do not commit further felony, not associate with a felon or any one planning a crime, remain employed after release from prison, not own or purchase firearms, not possess, buy or consume alcoholic or illegal drugs, and to pay appropriate fines and fees. Payments must include victim restitution.  After sentencing Mr. Roque apologized to the family.  Family members present were given a chance to speak and had been consulted by the prosecutor concerning the plea arrangement.  Mrs. Henry's daughter told the defendent she forgave him.  She told the Judge she was satisfied with the sentence.  It was a very emotional expression.

A second case relating to charges against Brandon Martin was then considered.  Mr. Martin was charged with first degree battery, felon in possession of a firearm and several counts of delivery of methamphetamine or cocaine.  Mr. Martin was sentenced to 15 years in the Department of Corrections and ordered to pay $10,231.01 for victim restitution, medical bills and ambulance services along with court fees. Other conditions were also imposed such as not allowing possession of firearms, staying away from felons,drugs alcoholic and being available for random drug and alcohol testing.  Most of the conditions are for the time when he gets out of prison.

Both defendents were represented by attorneys.

Danny Herring, owner of WIRED, has relocated his business in the Old Post Office Building as of July 21.  Mr. Herring recently purchased the building from the City of Warren.


Johnsville Private Club Permit Approved

According to Bradley County Sheriff Rick Anders, he received a letter from the Alcohol Beverage Control Director, Michael Langley, Friday, July 18, indicating that a private club permit has been approved for a facility in Johnsville, Arkansas.  ABC regulations allow for an appeal to be made within 15 days of notification.

Warren Hires New Police Officer

The Warren Civil Service Commission has hired Anthony Atkins as a city police officer.  Mr. Atkins is a certified officer and previously worked for the City of Warren before leaving for another law enforcement opportunity.  He reapplied to the Warren force and was quickly rehired.

Chief Randy Peek indicated he was pleased to welcome Mr. Atkins back.  He stated Anthony had done a very satisfactory job and the city is happy to have him working again.

At this time the city continues to have one vacancy in the patrolman ranks and is seeking qualified applicants.  Any one interested should contact Chief Randy Peek at 226-3703.

Shooting Range Lodge Moved To Site

The lodge constructed by the building trades class of the Southeast Arkansas Community Based Education Center, for use at the new shooting range being constructed by the City Of Warren, was

moved to its new home July 21st.  Marks House Moving & Leveling of Stuttgart, Arkansas moved the building from the location where it was built on the Warren High School campus to the shooting range property located on County Road #38 south of Warren.  The building materials were purchased by the city and will remain owned by the city.  Work on the actual shooting stations will be started soon.  Dirt work and land development have been underway for some time.

Mayor Bryan Martin and City Parks and Recreation Director Renious Harton were on hand to view the move and setting up of the lodge.

Mayor Martin Hires New Street Foreman

Warren Mayor Bryan Martin has announced the hiring of Ricky Joe Davis as Street Foreman for the City of Warren.  Mr. Davis is 58 years old and has spent around 34 years in the private sector working for Potlatch and Georgia Pacific.  He was born in Warren and retains family in the city.

Mr. Davis officially began work July 21st.  He told SRC he is excited to be working for the city and looks forward to going to work to maintain and improve city streets, drainage and the overall transportation system for Warren.  Mr. Davis will report directly to the Mayor and operate under the budget and policy as approved by the Warren City Council.

Davis becomes Foreman after a vacancy occurred due to the retirement of Tommy Adams, the city's longtime Street Foreman.  Mr. Adams retired June 30th.


Arkansas Department of Heritage Awards Museum AHPP Grant

The Bradley County Historical Museum has been awarded an Arkansas Historic Preservation Grant in the amount of $11,333.00 recently.  Funds from the grant will be used for work to preserve the museum which is located on Ash Street and was the home of Dr. John Wilson Martin in the 1800's.


Operation Patriotic Bradley County

Operation Patriotic Bradley County will again be flying American Flags on the Bradley County Court Square. The Robert Abernethy Chapter of the Daughters of the American Revolution (DAR) has adopted this project and plans to fly the flags from the last week of August until mid November, including Veterans’ Day.

Flags may be purchased for $30 each in memory of or in honor of someone.  If you purchased a flag previously, and it is still in the box, we will be happy to fly it again. You may contact me at edcastle@sbcglobal.net, or call 226-3197. When the flags are taken down in November, they may be picked up or mailed to the person who purchased the flag.

Deadline to purchase a flag will be August 8, 2014.  To purchase a flag, pick up a form at one of the following locations:  Warren Branch Library, Bradley County Veterans’ Museum or Bradley County Chamber of Commerce.

SEC Network Coming to CCC Cable Customers August 14

Local cable TV, Internet and Digital Phone provider, Community Communications Company, announced they will carry the SEC Network when it goes on the air August 14th.

“We are pleased to be able to provide SEC sports to all of our Basic Cable subscribers in Monticello, Warren, Wilmar, Eudora, Rison, Star City and Rosedale MS for no additional charge this fall,” said TJ Scott, Director of Operations, “It was clear to us that in our industry that this was the most important channel launch in many years, and that we should be on board to serve our customers with what most of them would want.”

CCC Cable’s new lineup already reflects SEC to be on channel 27 in standard definition, and 227 (or 80-2 without a box) in High definition.

“Dish network won’t have SEC Network on their top 120 package, and it’s still unclear if DirecTV where and even if they will have it…” Bill Copeland, president of Community Communications informed us.  “… so we recommend that they call us for new service today so their service will be installed in time before they miss their SEC football!”
