Mayor Bryan Martin called the council's attention to the BCEDC report. He then recognized Rob Reep, owner of Fossil Hound Dog Films to discuss his request to close two blocks while his company films a scene for the company's feature film about Captain Hugh Bradley that is currently in production. The streets include Walnut from Bond southward to Pine and Pine westward to Seminary. Reep's request indicated that accommodations would be made for the residents (8 households) that will be affected. The company will personally inform each residence in advance. The council approved the street closures from 8:00 a.m. until 3:00 p.m. Reep told the council that the film has over 100 actors many of whom spend money eating in the city on film shooting days.
The council accepted a bid of Don Barron Construction to install water lines around the entire bypass from the Pine Bluff highway around to the Banks highway. Federal grant funds secured with the help of Mike Ross while he was in Congress will be used for this project according to Mayor Martin.
The council approved a resolution to apply for a grant in cooperation with the Warren School District to turn old Axley Field into a soccer field that can be used by the school and the community. The grant is an outdoor recreation grant.

While reviewing administrative and standing committee reports, the council learned from Sanitation Manager Mike May that the city was expecting the deliver of a 2014 garbage truck any day.
Mayor Martin told the council that interviews have been completed and that a new hire for Street Foreman should be soon.
During the Building Official's report, Alderman Zack Burks pointed out the need for a new roof on the New Zion Church on North Myrtle Street, a building that is on the National Historical Register. The church no longer has a congregation but has a strong historic significance in the town. Mayor Martin said that since the building is on the National Historic Register already, that he would pursue the steps necessary to apply for an Historic Preservation Grant.
