Quorum Court Discusses Applying For State Prison
In a very quick meeting the Bradley County Quorum Court meet Monday August 18th for their monthly session. Normal reports were approved and Judge Neely provided an update on county road work. He also stated that plans are under way to close out cells at the county landfill that are full. He asked if any JP had any new information relating to a new county jail. No member responded. The Judge said he had no new or additional information.
The last few minutes of the meeting consisted of a discussion about a notification the county had received from the state asking if the county had an interest in having a state prison located in this area. Judge Neely indicated there had been some brief talk among local officials in southeast Arkansas about looking into pursuing the project but nothing has been decided. He indicated it would likely take a joint effort of several counties and cities to have a chance.
According to the letter the Judge shared with the Court, the state wants to build facility to house 1000 maximum security inmates. It could later be expanded. The estimated cost is $100,000,000.00. The annual operating budget would be $19,000,000.00 and would employee 250 people. It should be noted the prison has not been approved by the Arkansas Legislature at this point.
To seek an opportunity to get the prison located in a specific area would require the donation of 400 acres of land that is generally square and flat. There are a number of other requirements such as utilities, closeness to major medical facilities, be free of environmental and archaeological issues and not be in a major earthquake zone.
After talking about the matter for about 10 minutes the Court voted 9-0 in favor of looking into options of working with other local governments and organizations to try to get the prison located in or as close to Bradley County as possible. The motion was vague but seemed to encourage the Judge to work on the possibilities.

In other business the authority approved a proposal to hire Wynn Surveying to reset the corners of the intermodal property at a cost of no more than $6160. They approve another $1000 to cover the installation of permanent markers for the site.
After considerable discussion the members passed several motions. The first motion was to request an extension of the EDA and DRA grants to allow the authority more time to make decisions. Another motion instructed the engineer to come up with a price for a study to look at the underground water supply for the park and to research ways to get more water to the site form the city of Monticello. The board was told that prospects are looking at the site and one of them may need around on million gallons of water per day.
In a final vote the board voted to grant authority to the Chairman to make decisions and sign documents if necessary should action be needed before a board meeting can be held. Any action should be reviewed by the Authority's attorney at the same time. This motion appears to relate to dealing with business prospects.

Lakeport Plantation Opens Legacies With “Slave Life in Chicot County” Talk August 28
JONESBORO — Lakeport Legacies, Lakeport Plantation's monthly history talk series, will open Thursday, Aug. 28, and features Kelly Jones, a Ph.D. candidate at the University of Arkansas.
The program gets underway at 6 p.m., following refreshments and conversation at 5:30 p.m. at the plantation, 61 Hwy. 142, Lake Village. This event is free and open to the public, but guests are asked to RSVP to (870) 265-6031.
Jones’ talk, "Slave Life in Chicot County: Toil and Resistance on the River," will reveal slave life in Chicot County through court records, the census, newspapers, Works Progress Administration narratives and other sources. Slavery and cotton dominated Chicot County's antebellum economy. Clearing vast forests and cultivating cotton, enslaved laborers helped make Chicot County one of the wealthiest places in the Unites States by 1860.
While not free, slaves developed their own culture, married, worshiped and, at times, sought the freedoms they were denied.
Lakeport Legacies is a monthly history discussion held at the Lakeport Plantation, featuring a topic from the Delta region.
