Please feel free to bring your lunch and eat during this meeting.  We will have coffee, drinks and some cookies.

We will have a guest speaker this date and all HHIL members as well as any other community member are invited and encourage to attend this meeting

Here is a very brief summary on what the guest speakers will discuss.  They want to get input from as many Bradley County Community Members as possible!
On December 16, 2014 Dr. Eric S. Johnson & Dr. Lori A.  Fischbach, Professors of Epidemiology @ the Fay W. Boozman College of Public Health at the University of Arkansas for Medical Sciences, met with Alicia Outlaw, Bradley County LHUA and Shannon Borchet, Health Educator with Arkansas Department of Health regarding a grant proposal they are writing to the National Cancer Institute.  If selected for this grant opportunity, they will partner with the Bradley Community regarding a  study of cancer free participants from Bradley County (during the first 5 years) and then they will follow20% of these participants long-term in order to study their lives and see if and why they eventually develop cancer.  This study would specifically include 100,000 people in 21 selected Arkansas Counties (Bradley County is one of these 21 counties); this study will examine risk factors for cancer in rural communities including rural minorities.
If you have any questions or need more information then Contact Diane Sipes at 870-226-8550  or Alicia Outlaw RN at Bradley County Local Health Unit @ 870-820-5352 ( Cell) or 870-226-8440 ( Work).

According to figures provided by the Southeast Arkansas Economic Development District the unemployment rate in Bradley County has steadily declined over the past four months.  The data comes from the state of Arkansas.

The numbers show the unemployment rate at 8.3% in July, 2014.  The most recent figures available are for October, 2014 and the rate is down to 6.2%.  Bradley County has the 4th lowest rate among the ten counties of Southeast Arkansas.  The highest is Chicot at 8.2% and the lowest is Arkansas at 3.85%.

According to the information Bradley County has a civilian workforce of 4600 of which 4375 are employed.  This leaves 275 individuals unemployed as of the end of October, 2014.

The unemployment rate has likely been improved by the opening of Ozark Mountain Poultry in Warren and the consistent hiring by the wood products industry in the area.  Additional hiring by several businesses has occurred since October and it may have an impact on future reports.

The state workforce office continues accepting applications for available jobs in the county and surrounding area.  The office is open in Warren on Tuesdays from 8:30 A.M. till 4:00 P.M. at the old national guard armory building, 101 South Martin Street.  The Monticello office is open Monday through Friday and may be reached at 1-870-224-7075.  Any one in need of services should call or visit.

The University of Arkansas-Monticello Board of Visitors meet on the UAM campus Thursday January 15th.  The board was briefed on the status of the college and a number of activities ongoing.  Interim Chancellor Jay Jones spoke to the board members and the executive staff updated the members on the work of their various departments.

Among the reports given, the Board of Visitors was informed that two new assistant football coaches have been hired, and the fall grade point among athletes was 2.65.  Sixteen athletes had a perfect 4.0.  Assistant Athletic Director Matt Whiting, filling in for Athlete Director Chris Ratcliff, told the board that the baseball program needs another $100,000.00 to meet its goal for improvements underway.

UAM has a spring enrollment of 3415 students which is down form the fall semester.  There is usually a reduction between the fall and spring semesters.  There are currently 698 high school students taking part in concurrent enrollment with the college representing 37 Arkansas high schools.

The board was reminded that the number one capital need of UAM is a new science center.  The estimated cost is $25 million.  Efforts are underway to raise some private funds and there will be a need to get funding from the Arkansas Legislature.

At this time there are 672 students living on campus in dorms and apartments.  The school requires all first year freshmen to live on campus unless granted a waiver.

Director of Admissions Mary Whiting, who is serving as Chairman of the search committee working to find a permanent chancellor, told the board that so far 30 applicants have submitted applications and more are expected.  She indicated it would likely be July before a new chancellor is hired by the University Board of Trustees.

Vice Chairman of the Board of Visitors Gregg Reep presided during the meeting in place of Chairman Fred Denton, who was unable to attend due to his health.

During the monthly meeting of the Southeast Arkansas Intermodal Authority Board, the county judges of Drew and Bradley Counties were asked to meet with the Authority's engineer to plan dirt work to be conducted on the intermodal site in preparation for installation of a water tower and for a road to cross the rail line that runs through the site.  The two counties will provide equipment and manpower to help complete the work.

In regular business the board voted to approve a change order in the amount of over $194,000.00 to complete the water tower project and the new road.  The board voted to paint the water tower white.  With approval of the change order the authority will complete spending 100% of the federal highway grant awarded for the project.

In the financial report provided by Robert C. Milton, the board was told that the City of Monticello has paid some $8,000.00 more than owed, thus giving them a credit.  The City of Warren, which is making regular payments, owes $23,223.85.  Drew County owes $80,319.13 and Bradley County owes $110,219.65.  It was noted that Bradley County has made recent payments.

There was discussion about the need to install a test well to try and determine the amount and quality of water available to be used on site by industrial prospects.
