Reminder of Fire Works Law

Around the fourth of July and New Years, the question often arises what is the law governing the shooting of fire works in the city limits of Warren.  Fire works can be discharged within the city limits until 10:00 P.M.  After 10:00 P.M. it is illegal to utilize any type fire works with the exception of July 4th and December 31st.  This means fire works are permitted till 12:00 A. M. midnight on July 4th and New years eve.

Fire works are to be used safely and should not endanger persons or property.  The Warren Police Department will be enforcing the law.

"Hello!  My name is De Soto.  I am the seven-year old Jackabea (half Jack Russell, half beagle) who is the head of security of the owner of salineriverchronicle.com.  I am very set in my ways and do not like change.  But earlier in June, I learned that my life-long vet, Dr. Rocky Lindsey was selling the Warren Animal Clinic!  Did I mention, I do not like change?  Dr. Rocky assured my boy, Rob Reep, that he was leaving me in good hands.  So, I decided to ride out to the clinic to check out this new Doc for myself."

Not much was different.  The waiting room was still interesting with two other dogs waiting their turn.  The receptionist, Ms. Leah, was still there.  In fact, I recognized all the girls who I've had wrapped around my paw for years.  They love me!  They weighed me.  I confess, I gained three pounds since my last visit.  I got to go right on back to my waiting room.  I had not been there long when the new Vet came in, Dr. Tabitha Norris."

"I hid behind my boy, acted all scared, and then Ms. Leah gave me away by introducing me as the escape artist." Dr. Norris gave me a good going over...you know I checked out great.  I am the picture of health.  For all you pets worried about our future care, put the worries out of you head.  Take it from me, De Soto, she was the cat's meow...no the best choice of words.  Anyway, she seemed like a chip off the old bark.  I liked her. (I hardly felt the shot or the needle for the blood test.)"

So join me in welcoming Dr. Tabitha Norris who took ownership of both the Warren Animal Clinic and the Monticello Animal Clinic on June 22.

Doctor Tabitha is a 2003 graduate of Oklahoma State University after completing undergrad at Arkansas Tech in Russellville. She spent the first three years of her career in small animals with Dr. Shane Wilkerson in Greenville MS where she was able to be involved with every facet of heartworm disease in dogs. Tabitha then accepted a position in Mtn. Home AR. There, she worked at a very busy eight doctor mixed animal practice. Due to the heavy and varied case load, she was able to focus on and expand her knowledge in areas of interest which include abdominal ultrasound and chemo-therapeutics.

Tabitha's husband is Chance Norris of Monticello AR. They have two children; Caleb – age 5 and Tessa – age 22months. They attend Pauline Baptist Church and are very excited to be in Chance's hometown.  Tabitha enjoys spending time with her family, enjoying wildlife and the outdoors, and hopes to get back to showing cutting horses someday.

Dr. Norris is enjoying meeting all of the clients and their fur-babies at both clinics. She will split her time along, with Dr. Judy between the two clinics and would love for you to stop by. We are happy to say that you will see the same friendly faces of our staff.

Local student receives scholarship

Kansas City, Mo. – June 25, 2015– Matthew Smith, Hermitage, Arkansas, was selected for a unique scholarship program offered by Agriculture Future of America. Through the AFA Leader and Academic Scholarship program, Smith will gain access to premier soft-skill training as well as financial assistance for HIS/HER college education.
This fall, Smith will be a sophomore at Arkansas Tech University where he studies Agriculture Business/Public Relations. He plans to use his training to pursue a career advocating for agriculture in local, state, and national levels.

“Although I don’t know exactly what I want to do yet, I do know I want to spread the word about the agriculture industry, conventional and organic, to clear up misconceptions and keep agriculture moving forward,” he said.

AFA is committed to investing in Smith’s development as a leader. This is why the scholarship program includes sponsorship to AFA Leaders Conference as well as a traditional academic scholarship. The Conference is AFA’s key leader development event, providing soft skill training and connecting students with peers and industry professionals.

OPERATION PATRIOTIC BRADLEY COUNTY

A Daughters of the American Revolution (DAR) spokesperson has announced that the Operation Patriotic Bradley County flag project has been put on hold pending completion of the Bradley County Courthouse repair work.  The flags have previously flown on the South side of the courthouse where the work is taking place.

Donated to honor Bradley County veterans, the flags are safely stored and will again be flown at the completion of the construction when additional flags may be purchased.

Juan Miguell Salazar, his staff, and members of the Bradley County Chamber of Commerced joined in the ribbon-cutting ceremony to open Lapita's.
Thursday morning at 11:00 a.m. Juan Miguel Salazar and his staff celebrated the opening of Lapita's Mexican Restaurant in Warren on East Cedar Street.  Following the celebration, people poured in the doors to dine on authentic Mexican food.  Stop in and enjoy!

Members of the chamber of commerce join Tim and Lavonica Davis as they cut the ribbon on their new business.
Tim and Lavonica Davis held a ribbon-cutting ceremony Thursday, July 2, at 10:00 a.m. celebrating the opening of their new business, Choices.  The store is located on Cypress Street and has a variety of affordably priced women's and men's clothing and shoes.  They also have a wide assortment of accessories such as ladies' purses in the hottest trends and colors.  The couple served refreshments throughout the day and wish to invite everyone to come see what's "in store".

Library to Host Book Signing of Book About a Girl Growing Up in Warren

Author Joyce Bush (Joyce M. Poindexter Bush) will be at Warren Library, July 10 @10 AM to read a short summary of her book. She will also be selling and signing copies of the book "Sugar Shack".
The book "Sugar Shack" is a heart-warming, realistic fiction story that takes the reader on a trip through the life-changing events that happen to Gwendolyn Cole, a young girl growing up in the small, country town of Warren, Arkansas.

Joyce Bush is a retired teacher, whose passion for writing stems from her love for children. She is a graduate from USC with a master's degree in special education, and has studied under several renowned educators from USC and UCLA. Her masterful skills in puppetry enhance her creativity in scriptwriting and storytelling. She is married and has five children and twelve grandchildren. She is the caregiver for her mother, whose tales of live in the country have inspired many of her stories. Joyce and her husband's travels abroad with their church provide a multitude of experiences and new ideas for her stories. In her spare time, she and her four sister sing together as "The Poindexter Sisters" singing group. Joyce has written many wonderful stories. Sugar Shack, however, is her first published work.

League honors Warren Mayor Bryan Martin at 81st Convention

The Arkansas Municipal League at its 81st Convention, held June 24-26 in Little Rock, honored Mayor Bryan Martin with the Adrian L. White Municipal Leadership Award. The award was presented during the Awards and New Officers’ Luncheon by 2014-2015 League President and Little Rock Mayor Mark Stodola. The Adrian White award is given to municipal officials who have served with distinction and dedication to the League’s boards, councils, or committees for six years.
The award is named in honor of White, who was mayor of Pocahontas from
1967-1974 and a former League president and vice president.
The Arkansas Municipal League is a service and advocacy organization for the municipalities of Arkansas. The League has a voluntary membership comprised of all 500 cities and towns in the state and was created to assist cities with information and representation in the public affairs of our state and nation. Flag Removed Under Threat of Lawsuit

After Bradley County Judge Keith Neely received a letter June 16, 2015 from the Freedom From Religion Foundation indicating that Bradley County was in violation of the establishment clause of the United States Constitution by having “An Appeal to Heaven” flag flying on the courthouse law, he sought and followed legal council which recommend the flag be removed to avoid a potential costly lawsuit.

The flag, with roots that go back two centuries to Revolutionary period American naval cruisers, has more recently been adopted by individuals and groups that are a part of the "Appeal to Heaven movement."  According to their website, their mission is to exist “to honor the Lord by supporting candidates for public office who are believers in Jesus Christ, who regularly attend and display a commitment to an evangelical, Gospel-centered church and who will commit to live and govern based on biblical, constitutional and Federalist principles.”

According to County Judge Keith Neely, he was brought the flag by a local preacher and asked to fly the flag on the Courthouse property.  It flew for approximately 11 months.  According to a letter sent to the Judge by the Freedom From Religion Foundation, a local resident informed the organization, which after researching the matter sent a letter to Judge Neely informing the county that the flag was a violation of the establishment clause of the United States Constitution. 

After receiving the letter, Judge Neely asked for legal advice and was recommended to not fly the flag on the courthouse property based on the "substantial financial liability to the county" should a lawsuit be filed.  The flag has been removed.

The Freedom From Religion Foundation stated its purpose is to protect the constitutional principle of separation between church and state.  The organization states it has members from Arkansas.  

There have been local governments that have fought the issue and have incurred financial losses of over $500,000.00.

Emerald Ash Borer Confirmed in Bradley County

LITTLE ROCK, ARK. – Calhoun, Union, and Bradley Counties have been added to confirmed sites of emerald ash borer. Original counties with confirmed sites included: Clark, Columbia, Dallas, Hot Spring, Nevada and Ouachita Counties. The emerald ash borer (EAB) is an invasive insect that feeds on and eventually kills ash trees that are infested.

An ash quarantine was established in September of 2014 by the Arkansas Plant Board. The 25-county area included in the quarantine originally encompassed Calhoun, Union, and Bradley Counties. The quarantine, to date, has not changed. Traps have been placed outside the quarantined counties to monitor possible spread outside those boundaries and will yield results later this summer. EAB expansion into additional counties has been confirmed by positive trap findings and/or Plant Board inspections based on homeowner sightings. An expansion of the quarantine is possible, and will directly depend upon EAB trap findings.


Quarantined items continue to include firewood of all hardwood species, and the following ash items: nursery stock; green lumber with bark attached; other material living, dead, cut or fallen including logs, pulpwood, stumps, roots, branches, mulch and composted/un-composted chips (1 inch or greater). Firewood is the only quarantined item that relates to all hardwood; all other quarantined items are relative to ash, only.

Quarantined counties include the nine counties with confirmed EAB infestation sites (Bradley, Calhoun, Clark, Columbia, Dallas, Hot Spring, Nevada, Ouachita, and Union); remaining counties in the quarantine area are considered “buffer” counties where EAB has not yet been found. Quarantined items can move freely within the quarantined area. The restrictions only apply to the movement of items listed within the quarantined counties to areas outside of them.

What should homeowners do? With EAB sighting/symptomatic tree, contact the Arkansas State Plant Board at 501-225-1598 or email eab@aspb.ar.gov. Homeowners should remember that EAB primarily attacks ash trees; Arkansas is home to five species of ash trees: Carolina, Green, Blue, White, and Pumpkin Ash. EAB has also been known to attack fringe trees. Alterations by Jim Opens in Warren

Alterations by Jim opened its door Tuesday morning for business in Warren.  Mr. Jim Rauls brings with him more than 60 years experience in the tailoring of clothing business and a repertoire of famous clients.

After serving in the United States Navy, Mr. Jim attended tailoring school in California and obtained a job working for MGM (Metro Goldwyn Mayer) movie studio.  During his 40 years working for them, he had the privilege of tailoring clothing for a number of Hollywood's top stars and starlets.  Among the most famous are Rita Hayworth, Audrey Hepburn, and Marilyn Monroe.  That famous white dress worn by Marilyn Monroe was tailored to fit her by non other than Mr. Jim.

A native of Rison, Mr. Rauls returned to Arkansas and opened a business closer to home in Pine Bluff.  He told salineriverchronicle.com that he operated with an unlisted telephone number and only a sign on the door and yet had enough to business to keep four people employed.  One of the people who worked for him was his sister, Mrs. L.Y. Brown of Warren.  One of his many clients during his 20 years in the Pine Bluff operation was Mr. Dillard of Dillard's Department Stores.
Alterations by Jim provides a great service and does it in style.

For a short period of time, he opened a shop in Monticello but has now relocated to Warren.

Exxon Robbed at Gunpoint

The Exxon Station located on the corner of South Martin and Central Streets was robbed at gunpoint Monday night.  The call came in to the Warren Police Department at 11:28 p.m.  There were no injuries in the robbery.  Witnesses and surveillance indicated the robbery was committed by a Black male who left on foot with an undisclosed amount of money.  The investigation is ongoing.  Anyone having information should contact the Warren Police Department.

Warren Housing Authority Staff Receive Certifications

Two staff members of the Warren Housing Authority have received their ADFA HOME Certified Program Administrator certificates which makes them eligible to operate the ADFA "Home" program.  To be certified a person must pass a rigorous training program dealing with contracts and administration.  They must then pass a test a make at least 70% on the examine.

Passing the test and receiving their certificates were Warren Housing Authority Director Mike Jolley and Housing Authority staff person Shelia Jackson.  This will allow the Warren PHA to continue administering the "HOME" program which provides new and remodeled homes for eligible residents of Bradley County.

Since the Warren PHA began the program in 2002, 48 residences have been remodeled or constructed new for eligible families.  Many have been completed in the City of Warren and a number within Bradley County.  Two have been completed in Cleveland County.  The PHA receives an administration fee for the work performed.

According to Director Mike Jolley, new projects are underway within the City of Warren.  For families getting new homes built the family must pay back one half of the cost of construction at an interest rate of 1% over twenty years.  For remodeled homes the family must remain in the house a minimum of 10 years or some payback is required.  In many cases when a new home is constructed, an old dilapidated house is torn down.  The program is for home owners only.

New Downtown Network Director On The Job

Vickie McDougald has gone to work as the Downtown Network Director on behalf of the Chamber of Commerce.  She will be working to help develope and upgrade the Warren downtown business area. Mrs. McDougald began her duties July 5th.  She will work out of the Bradley County Chamber of Commerce Office located in the Municipal Building.

Potlatch Plant Manager Addresses BCEDC

The guest speaker for the June 29th Bradley County Economic Development Commission monthly meeting was Potlatch Southern Plant Manager Mike Fritzgerald.  He provided an update on the status of Potlatch in Warren and provided information about his background and family.

Mr. Fitzgerald comes to Warren from St. Maries, Idaho where he spent most of his life and career.  He has worked for several lumber manufacturers in the northwest and arrived in Warren in November of 2014.  He has recently brought his wife and two young sons to the region.  He stated his goal is to make the southern work safe and become more productive.  He indicated he found a workforce with common sense and ready to move the plant forward.

According to Mr. Fitzgerald Potlatch considers the Warren facility a very important mill within the corporation.  Potlatch owns over 400,000 acres of timberland in Arkansas and about 200,000 is near Warren  The Southern Mill brings in over 25,000 loads of logs per year.  Potlatch provides 50% of the timber it processes from its own land and purchases the other 50%.


Mr. Fitzgerald told those present that Potlatch will spend $5 millions dollars upgrading the Southern by the end of this year.  This includes expenditures made since his arrival last November.

BCEDC offered to assist Potlatch in any way to keep the plant operating strongly and to grow if possible.  There was a lot of discussion about the need to train skilled employees in the modern operation of lumber mills.

Attending the meeting with Mr. Fitzgerald was Potlatch Director of Human Resources for the Southern, Bethany Brukhart.  She made comments about efforts to hire trained personnel to operate the mill and ways to get young people to understand they can make a good living  in manufacturing.

In other business the BCEDC Board voted to hire Crawford Heating and Air to install a new unit for the building at a cost of $9,800.25.  Crawford submitted the low bid.  The board also voted to renew a lease with WSL Sawmill for land the company leases east of Warren.  The renewal is for two years.  BCEDC is paid $500.00 per month for the lease.  Also approved was the purchasing of a sponsorship for the Bradley County Fair and Livestock Show at a cost of $100.00.

Finally the board voted to retrofit the BCEDC builing with energy efficient lighting at a cost of $3,224.43. The organization will receive funds to help defray the total cost from the Seal Corporation.

Warren Native Receives Appointment by Governor Hutchinson

Warren native, Tyler West has been appointed to the Arkansas Suicide Prevention Council as of June 4, 2015, by Governor of Arkansas Asa Hutchinson.  He will serve a term of four years.

Tyler became extremely involved in suicide prevention on a state and national level after the suicide of his maternal grandmother several years ago.

Tyler is a graduate of Warren High School and the University of Arkansas at Central Arkansas.  He is the owner of Morris Medical and resides in Little Rock.



Property Assessment Letters To Be Mailed

Notices of change in assessment letters will be mailed to Bradley County property owners no later than July 16, 2015, on properties that show an increase in value.  The letters are a result of the recently completed countywide reappraisal project that has been ongoing in Bradley County since January, 2011.  Anyone with questions about the notice, please call 1-844-234-0975.
