Funds Approved For Library Roof

County Judge Keith Neely told the nine members of the Bradley County Quorum Court during the September 19th meeting, that a new roof is needed for the Bradley County Library.  He informed the Justices that the original library structure has the most pressing need and that the portion of the building added on can probably last another 2-4 years.  He went on to tell the Court that the estimated price to re-roof the original portion of the building will cost $3908.00.  He stated that the county has $3577.00 of general improvement funds available to help.  The cost of putting a new roof on the entire building would run around $14,000.00.  The Quorum Court voted 9-0 to authorize the re-roofing of the original portion of the building at the cost of $3908.00 and to use the general improvement funds.  During the discussion, Justice Bobby Hargraves asked if the library could help pay for any of the cost of the roof.

In other business, the need to repair or replace the roof on the search and rescue building ( old Lyon car dealership on Cedar Street ) was talked about.  It was again tabled.

Judge Neely reported that the county is assisting the City of Banks with a "Fun Park" grant to get a new park built within the city.  He also reported on bridge work near Pine Prarie and work to replace a bridge on County RD. 18 West.  The bridge project on 18 West will cost just over $86,000.00 and will be paid for with a grant covering 50% and the county paying the other 50%.  At least some of the county's share will be in-kind work utilizing county manpower and equipment.

Justice Vanderzwalm told the Judge and Court that Bradley 1 North is in serious need of repairs.

Questions were asked about the status of purchasing 81 acres of land to add to the county park. Judge Neely sated that the county's offer to buy the land for $3000.00 per acre has been sent to Potlatch.  If accepted and approved by the company, Bradley County will pay $243,000.00 for the 81 acres, subject to the county securing a grant to pay one half of the total cost.

Justice Hargraves reported that Rural Fire Chief Eddie West has won an award for the job he has done as Chief, over and beyond the call of duty.

Due to the lack of a quorum, the Southeast Arkansas Intermodal Authority could not transact business at the scheduled meeting of September 21, 2016.  Those present did review the financial report but could not take action to approve.  It was decided that a telephone poll of all board members will be taken to secure permission to pay the bills in the amount of $2566.72.  There was also some discussion relating to an agreement with the railroad company and the rail crossing within the intermodal park.  Without a quorum no action was voted upon.

According to the financial report, the authority owes $359,147.19 to Commerical Bank on a loan.
The local governments are listed as owing the following to the authority:
City of Monticello-$107,041.67
City of Warren-$108,389.21
Drew County-$155,484.38
Bradley County-$225,380.92
As has been previously reported, the two cities and two counties are not legally or contractually bound to pay the amounts listed.  The cities of Warren and Monticello Mayors have committed to recommending to their city councils, payments annually to pay their respective amounts. Both cities have been making payments as approved by the councils.

Community Action Board Meets/Elects New Officers

The Board of the Southeast Arkansas Community Action Agency meet for their regularly monthly meeting September 20, 2106 in the conference room of the agency's offices in Warren.  The board conducted it's regular business for the month and heard reports on the various programs operated by the agency.  The executive director presented her administrative report.  She informed the board that some local funds are needed to cover the cost of a program that benefits the low income.  She indicated that some funds donated by private business could be transferred to the account to cover the need and the businesses which made the donations had given permission to make the transfer.  Any such action would require board approval.  Some board members had concerns about the appropriateness of making such transfers.  The board agreed to look into the matter further.

The meeting seemed to function more smoothly than in the past and the board was more engaged in discussion and asked questions.  When it came time to elect officers, the proceedings became confused and unorganized.  Finally the elections were concluded.  The following board members were elected to serve:
Chairman Al Dixon-Desha County
Vice Chairman Angela Meeks-Bradley County
Secretary Debra Cooper-Bradley County
Treasurer Alether Wright-Desha County
Parliamentarian Rochelle Griggs-Chicot County

During the public comment portion of the meeting, Mr. Darryl Johnson continued voicing his concerns that some board members have been improperly selected and talked about several other issues of concern.  Gregg Reep of salineriverchronicle.com addressed comments to the state officials present by asking when he would receive a response to information he requested a month ago relating to the board appointments and past actions taken by the board regarding the rejection of a person nominated to the board. ( It should be noted that the board later reversed itself and approved the appointment ).  Mr. Reep was told he would get a written response soon.  Other speakers asked questions about facilities and programs.
