SE Intermodal Authority Told To Conduct Audit & Discusses Future Project

The Southeast Arkansas Intermodal Authority was told during the December monthly meeting that they must conduct an audit to comply with federal regulations and that it should be done as quickly as possible.  In fact it should have been done by last June (2013).  The board voted to secure proposals and get an audit for 2012 and to go ahead a get a price for 2013.

A good deal of the meeting consisted of the board talking about the need to proceed with construction of an elevated water tank in order to provide for fire protection.  A 750,000 gallon tank is under consideration.  Chairman John Lipton told the members that some General Improvement Fund (GIF) state money has been made available to help provide match money  for grant funds that the Authority will pursue.  He stated that St.Rep. Shelia Lampkin has contributed $2000.00, St. Rep. Jeff Wardlaw has provided $5000.00 and St. Senator Eddie Cheatham has secured $25,000.00.  Mr. Lipton indicated that efforts are underway to try to get a community development grant to help.

There seemed to remain some confusion over how much the Authority owes Garver Engineers and when a bill will be presented.  The indication was that a new contract is being worked on with Garver for the water tank project but it remains uncertain how the authority will be billed for work Garver says it is owed for past work.

According to the financial report the Authority currently has an outstanding loan to Commercial Bank in the amount of $436,379.00. The loan will be repaid by grant reimbursements and matching contributions.

P.A.W.S. Reminds Pet Owners to be Sure Pets Wear ID

These are the current dogs at the Warren City Animal Shelter.

PAWS would like to remind pet owners to be sure their pet is wearing identification.  Today at the shelter we were able to successfully reunite a dog with its owner because the dog was wearing a current rabies tag.  By calling Warren Animal Clinic we were able to contact the owner.  This dog will be spending Christmas at home with his family.

Head-on Collision Results in One Fatality Christmas Evening in Warren

Authorities were called to the scene of a two-vehicle accident at approximately 6:30 p.m. Christmas night on North Martin Street near Bryant Street.  Forty-two year old Armondo Roque was traveling South in a pickup truck on Martin Street and crossed the center lane hitting a north-bound truck head on that was being driven by Karen Henry.  She was transported to the Bradley County Medical Center by EASI and was pronounced dead at 7:12 p.m. at the hospital.  Ms. Henry was 56 years old.  Mr. Roque was also transported via ambulance to the hospital.

The wreck is being investigated by the Arkansas State Police.  Charges are pending the prosecuting attorney's review of the accident.

GFWC Holiday of Lights Contest Winners Announced

Warren's GFWC recently sponsored the community wide, HOLIDAY of LIGHTS, home lighting contest. Twenty area residents entered and were judged by 3 out-of-town visitors.  They expressed delight while viewing the homes being judged and enjoyed others around town. Chosen were 1st place-Terry and Julie Donnelly, 2nd place- Phil and Marsha Berry, and 3rd place Greg and Janet Harton. Thanks to all the participants for joining in the effort to light up and make Warren more beautiful

City Municipal Building Closed January 1st

Mayor Bryan Martin has announced that according to the holiday schedule approved by the Warren City Council, the Municipal Building and the city transfer station will be closed January 1, 2014 for New Years.  Since this falls on a Wednesday there will be no pickup of yard waste or debris.  Regular garbage service will be provided the remainder of the week. If you have a question call the Sanitation Office at 226-5860.

Warren Fire Department Battles Two Fires Same Day

Vacant house burns at the corner of Kelly and Butler Streets.
The Warren Fire Department was called out twice on Saturday December 28th to battle structural fires.  While no injuries were reported, there was serious damage in both instances.

The first call came in at 12:25 p.m. for a house fire at 102 N. Watson Street.  The Boswell residence was destroyed as a result of a fire that began in the kitchen.  Three city fire engines and 18 firemen responded.

Fire devoured all contents of a Watson Street home in Warren.
Another call was made  to 901 Kelly Street at 9:45 p.m. to a vacant house owned by  Mr. Charles Booker. Again three engines and 22 firefighters were on the scene.

Warren Fire Chief Howard Edwards reminds everyone that outdoor burning is prohibited unless approved by the Warren Fire Department in advance.  Please remember these rules:

Contact the Fire Department before burning by calling 226-8302 or visit the Department.
An adult must remain with the fire at all times.
The fire must be out by dark. Burning after dark is a violation of city ordinance #731.
Burning must occur in the exact location and in the amounts  approved.
Only yard waste such as leaves and limbs are permitted to be burned.
While burning there must be a connected water hose available.
No burning is allowed within 15 feet of any house, tree. fence or structure. The larger the fire,
      the further away the structure must be.

Chief Edwards stated numerous calls have come in over the past few days complaining of excessive smoke.  The Department will take action as necessary. Please be respectful of your neighbors.

BCEDC Conducts Annual Meeting

The Bradley County Economic Development  Commission held it's annual meeting at the BCEDC office building Monday December 30th.  The members present approved the financial report and moved immediately into new business.

Ron St. John, with M & P Insurance presented the options for renewing the organization's "Directors and Officers Liability Insurance." The BCEDC approved a policy for one million dollar coverage with a $3000.00 deductible.  The annual premium will cost $1703.00.  There was also discussion concerning commercial property insurance for the spec building.  The insurance underwriter is requiring lights be installed.  Warren Mayor Bryan Martin informed the group that the City would bring the facility into compliance.

BCEDC President John Lipton presented a written annual report.  Copies are available in the office.

The membership amended the organizations bylaws by reducing the number of board members from 15 to 12.  The vote was unanimous.

Five new board members were elected.  Included were: Matthew Anderson, Brandon Gorman,  John Lipton, Jonalyn, Reep and Jeff Wardlaw.  Elected as officers were the following: President, John Lipton, Vice President Hugh Quimby and Sec-Treasurer Carlton Davis.

The contract with the City of Warren in the amount of $60,000.00 for 2014  was approved. It was noted that the City also pays for insurance for the spec building and makes the monthly payments on the spec building note.  Then the BCEDC budget for 2014 was approved.

To wrap up the meeting Mayor Martin reported to the  members on the expenditures as authorized by the Warren City Council utilizing the sales tax economic development funds during 2013. Among the larger expenses were:

$95,305.00 to BCEDC
$26,096.00 to the Bradley County Chamber of Commerce
$68,830.00 for fire equipment
$75,000.00 for streets
$63,974.00 for the new shooting range to be constructed in 2014

There was discussion on past efforts to recruit industry to the community and offers that had been made to prospects.

Author Returns Home to Share His Book

Warren native Kent Smith returned home to the Warren Library, the place where his love of books was nurtured to share his recently published children's book with hometown folks.  Kent read his new release, "My Homework Ate My Dog" to a room filled with all ages.  He shared a recently written story that is slated for 2014 publication that is about Oreo, the family's pet cat adopted from a shelter.  It is a Christmas story.  He also shared another story based on his young son.

After graduating from Warren High School and from college, Mr. Smith began his career as a sports writer and then decided he wanted to share his journalistic skills with young people.  After teacher journalism in Texas for a number of year, he opened his own publishing company, Lucky Dog, and enjoys writing and sharing children's books with the world.

Kent is the son of Mr. and Mrs. Doyle Smith of Warren.

Armstrong Announces Elimination of Third Shift at Warren Plant

Armstrong announced that they are eliminating the third shift at their Warren solid wood flooring plant.  They had increased their workforce there with primarily temporary employees earlier in 2013 in response to a surge in customer demand and lower productivity across their North American solid wood manufacturing network. Now that they have reached their near term productivity objective, they are releasing 94 production employees of which 76 are temporary workers.  The full-time employees are eligible for recall should the need arise
